Formula
Step 1 – Adjusted Base Cost per SF:
Base Cost/SF = Finish Base ($/SF) × Space Type Factor × MEP Factor × Existing Condition Factor × Regional Cost Index
Step 2 – Raw Construction Cost:
Construction Cost = Base Cost/SF × Square Footage
Step 3 – Soft Costs:
Soft Costs = Construction Cost × (Permit & Soft Cost % ÷ 100)
Step 4 – Subtotal:
Subtotal = Construction Cost + Soft Costs
Step 5 – Contingency:
Contingency = Subtotal × (Contingency % ÷ 100)
Step 6 – Total Project Cost:
Total Cost = Subtotal + Contingency
Step 7 – All-In Cost per Square Foot:
All-In Cost/SF = Total Cost ÷ Square Footage
Assumptions & References
- Finish base rates (Economy $55, Standard $85, Premium $130, Luxury $200/SF) are derived from RSMeans 2023–2024 commercial construction cost data and industry surveys by BOMA and NAIOP.
- Space type multipliers reflect the relative complexity of each use: restaurants carry the highest factor (1.30×) due to commercial kitchen, hood, and grease-trap requirements; warehouses the lowest (0.70×) due to minimal interior finish.
- MEP (Mechanical, Electrical, Plumbing) factors account for HVAC redesign, electrical panel upgrades, and plumbing rough-in costs, which can represent 30–45% of total build-out cost in complex spaces.
- Existing condition factors: Second-generation space (0.75×) reuses prior improvements; warm shell (0.90×) has systems roughed in; cold shell (1.00×) requires full installation from scratch.
- Regional cost index is based on ENR (Engineering News-Record) Construction Cost Index and Turner Building Cost Index regional adjustments.
- Permit & soft costs (default 12%) typically include architectural/engineering drawings, permit fees, expediting, and project management. Range is 8–15% per CBRE and JLL tenant improvement benchmarks.
- Contingency (default 10%) is recommended by the Project Management Institute (PMI) for commercial interior projects; increase to 15–20% for older buildings or complex renovations.
- Estimates do not include furniture, fixtures & equipment (FF&E), IT/AV infrastructure, signage, or tenant improvement allowances (TIA) from landlords.
- Costs are expressed in 2024 U.S. dollars. Inflation adjustments should be applied for future projects.
