1. Base Permit Fee — ICC sliding-scale schedule (widely adopted by U.S. municipalities):
- $1,001–$2,000: $23.50 + $23.50 per $1,000 over $1,000
- $2,001–$25,000: $47.00 + $9.65 per $1,000 over $2,000
- $25,001–$50,000: $269.00 + $6.95 per $1,000 over $25,000
- $50,001–$100,000: $442.75 + $5.60 per $1,000 over $50,000
- $100,001–$500,000: $722.75 + $4.65 per $1,000 over $100,000
- $500,001–$1,000,000: $2,582.75 + $3.85 per $1,000 over $500,000
- Over $1,000,000: $4,507.75 + $3.15 per $1,000 over $1,000,000
2. Adjusted Base Fee = Base Fee × Occupancy Multiplier × Jurisdiction Multiplier
3. Plan Review Fee = Adjusted Base Fee × 0.65 (65% — ICC standard)
4. Inspection Surcharge = ($0.08/sf for first 10,000 sf + $0.05/sf thereafter + $150/story above 2) × Jurisdiction Multiplier
5. Fire/Sprinkler Permit = ($350 + $0.12 × sq ft) × Jurisdiction Multiplier (if applicable)
6. State Surcharge = Adjusted Base Fee × 1%
7. Technology/Records Fee = min($75 + $0.01 × sq ft, $500)
