Fee Formula

Total Fee = Base Permit Fee + Plan Examination Fee + Work-Type Surcharge + NYS Surcharge + Expedite Fee

Base Permit Fee (tiered on job cost):

  • $0 – $10,000 → $100 flat
  • $10,001 – $25,000 → $100 + 1.5% of amount over $10,000
  • $25,001 – $100,000 → $325 + 1.0% of amount over $25,000
  • $100,001 – $500,000 → $1,075 + 0.75% of amount over $100,000
  • $500,001 – $1,000,000 → $4,075 + 0.50% of amount over $500,000
  • > $1,000,000 → $6,575 + 0.25% of amount over $1,000,000

Plan Examination Fee: Standard filing = 25% of base fee (min $100); Professional Certification = $0

Work-Type Surcharges: New Installation = 5% of base fee; Temporary Service = $150 flat; Solar PV = $200 flat; EV Charging = $175 flat; Alteration = $0

NYS Education Dept. Surcharge: 1% of base permit fee

Expedite Surcharge: $280 flat (optional)

Minimum Total Fee: $100

Assumptions & References

  • Fee schedule based on NYC Administrative Code §28-112.2 and the NYC Department of Buildings (DOB) Fee Schedule (2024 edition).
  • The NYS Education Department surcharge (1%) applies to all permit fees per New York State Education Law §7210.
  • Professional Certification (PE or RA self-certification) eliminates the DOB plan examination fee but does not reduce the base permit fee.
  • Solar PV and EV Charging flat surcharges reflect NYC Local Law 97 (2019) incentive-rate provisions encouraging clean energy installations.
  • Fees do not include inspection fees, re-inspection fees, sign-off fees, or violation penalties, which are assessed separately.
  • Expedite filing surcharge ($280) applies when requesting priority plan examination through the DOB NOW system.
