Each label element is scored on a scale reflecting its completeness and regulatory accuracy:
• Net Weight: 0–2 pts | Nutrition Facts: 0–3 pts | Ingredient List: 0–3 pts
• Allergen Declaration: 0–3 pts | Manufacturer Info: 0–2 pts | Country of Origin: 0–2 pts
• Health Claims: 0–2 pts | Font Size: 0–2 pts | Language: 0–2 pts | UPC: 0–1 pt
Compliance % = (Raw Score / 22) × 100
A label is deemed Non-Compliant if any critical mandatory element scores 0, regardless of overall percentage.
Labels scoring ≥90% with no warnings are rated Fully Compliant.
Assumptions & References
- Based on FDA 21 CFR Part 101 — Food Labeling regulations for packaged foods sold in the United States.
- Fair Packaging and Labeling Act (FPLA, 15 USC 1451–1461) governs net quantity of contents statements.
- Food Allergen Labeling and Consumer Protection Act (FALCPA, 2004) and the FASTER Act (2021) require declaration of the Big 9 allergens: milk, eggs, fish, shellfish, tree nuts, peanuts, wheat, soybeans, and sesame.
- Nutrition Facts Panel requirements follow the 2016 FDA Nutrition Facts Label rule (21 CFR 101.9), mandatory for most manufacturers since January 2020.
- Minimum font size of 6 points applies to most required label text per 21 CFR 101.2.
- Health claims must be authorized by FDA under 21 CFR Part 101 Subpart E; nutrient content claims under Subpart D.
- Country of origin requirements may also be governed by USDA AMS for certain meat, poultry, and produce items.
- This tool does not cover state-specific requirements (e.g., California Prop 65), organic certification labeling (NOP), or alcohol labeling (TTB).
- UPC barcodes are not federally mandated but are required by most major retailers and recommended by GS1 standards.
