Annual Gross Childcare Cost = Monthly Childcare × 12
CDCTC Eligible Expenses = min(Annual Childcare, Expense Cap*) − DC-FSA Contribution
*Cap = $3,000 for 1 child; $6,000 for 2+ children (IRS Form 2441)
CDCTC Credit = CDCTC Eligible Expenses × Credit %
Credit % = 35% at AGI ≤ $15,000; decreases 1 pp per $2,000 AGI above $15,000; floors at 20% above $43,000
DC-FSA Tax Savings = DC-FSA Contribution × (Marginal Federal Rate + FICA Rate)
FICA = 7.65% if income ≤ $168,600 SS wage base; 1.45% Medicare-only above
Net Annual Cost = Annual Childcare − Annual Subsidy − CDCTC Credit − DC-FSA Tax Savings
Net Childcare Burden % = Net Annual Cost ÷ Annual Gross Income × 100
Assumptions & References
- Uses 2024 IRS tax brackets for Single, Married Filing Jointly, and Head of Household (Rev. Proc. 2023-34).
- CDCTC is the non-refundable baseline credit; the enhanced refundable ARPA 2021 credit is not assumed to be in effect. See IRS Publication 503.
- DC-FSA maximum is $5,000 per household ($2,500 if married filing separately) per IRS §129.
- DC-FSA reduces the CDCTC expense base dollar-for-dollar per IRS rules.
- Gross income is used as a proxy for AGI; actual AGI may differ.
- HHS affordability benchmark: childcare costs ≤ 7% of household income (ACF/OCC).
- State income tax savings from DC-FSA are not included (vary by state).
- FICA savings apply only to DC-FSA contributions, not to the CDCTC.
- Subsidy amounts should reflect actual awards from CCDF or local programs (childcare.gov).
